This research is based on the phenomenon, the practice illegal charges (they call it “pungli”) in Madiun, which is done by individual police officers. Departure of these phenomena, public opinion and also for the developing influential institutions in the image of police. It is therefore needed a quick handling and appropriate by the public relations practitioners. But this research is to examine how attracted strategy Binamitra Polresta Madiun in managing the public opinion. Based on the existing problems, the public relations strategies used consists of 4 that is proactive and reactive, active and passive. The fourth strategy has a different resolution, the one in the election strategy will be high risk for the development of institution. For the proactive strategies is not only implementing based planning organization, but also seeking solutions to the pressures from outside (Smith, 2005). They are not only covering from the outside only, but also to trace the steps to finally find the solutions. While reactive strategies have led to the understanding of the public, maintain and restore the reputation and build trust and support (Smith, 2005). This is a form of reactive steps sprightly and public relations response to the emergence of various issues in the community. Public not to give in the grip of these issues to develop. For the active strategies, PR accused to continue to actively provide information to the public (Abdi et al, 1994). They are giving information constantly and continuously in various conditions of institutions without waiting for these issues appear OF. Most active strategy, startegi this is not too passive to respond to criticism but does not mean that institutions "no comment" to the problems (Abdi et al, 1994). They respond less with the emergence of these issues and consider the impact of the issues that arise This research uses a qualitative approach with the source data form interviews with Drs. Setija Junianta, M.Hum, Brigadir SatrioTeguh, Kompol Karno, Aiptu Suparni, dan Iptu Subagyo; documentation and observation. Analyzed data obtained using the technique Comparison of Fixed (Constant Comprative Method). Meanwhile, to increase the degree of trust that the data has been collected, inspection techniques used in this research is the source of triangulation techniques. Results of the research Binamitra Polresta Madiun shows that the strategies that made Binamitra in the management of public opinion on the charges, or bribes in the cases of police strategy is passive. On the results, can be recommended to the research that Binamitra behave more passive public opinion against the emergence of the individual cases, charges, or bribes by police. They only receive a report which is then processed without any clarity in the resolution. The evaluation also indicates that the strategy is active in the interactive dialogue programs and reactive and proactive strategy in the Polmas and FKPM program not able to solve the problems. So that eventually the programs that run is not effective. Ironically the ineffective had causes and is due to the internal police members themselves.
