Abstract

The tourism potential in the Bintan Regency makes the regional government through the Regional Investment and Promotion Agency continue to improve and develop the tourism potential.Tourism potential began to be developed in 1990 until now, tourism development in Bintan Island was collaborated with Singapore, the form of cooperation in question is building a tourism area, one of the projects produced by this collaboration is Lagoi Bintan Tourism Area, which is an international tourism area which is a paradise for tourists, both local tourists and foreign tourists with the development of this tourist area in Indonesia, many foreign investors invest their money in Bintan Regency. That strategy is a continuous and adaptive response to external opportunities and threats and internal strengths and weaknesses that can influence. Strategy can be seen as a pattern of goals, policies, programs of action, decisions or allocation of resources in a government The type of research used by the author in this study is descriptive. According to Kountur descriptive research is a type of research that provides a description or description of a situation as clearly as possible without any treatment of the object under study Based on the results of interviews with informants from Bintan Regency BPMD, researchers can draw the following conclusions: In order to increase investment in the tourism sector the first thing done by the Bintan Regency Investment Board is to carry out a mobile licensing program, this mobile licensing is an effort from Bintan BPMD so that local and foreign investors want to legally register with the government about their respective business actors.
