Abstract

The Presence of Good Governance concept in country administration application in the whole world, especially Indonesia, force all government’s institutions to create a change. The changes were accountability, transparency, and supports for people as a maximum public service commitment. All regions tried hard to fulfill the steps. There also the government of East Java Province. Real action has been done by East Java Province Government in order to form Good Governance program through public service. More democratic, transparent, and participative Public Service transformation became the major focus on Regional Rule No.11 / 2005 about Public service in East Java. Public Service Commission (Komisi Pelayanan Publik - KPP) would be people’s eyes and ears in every protest, report, and people disatisfaction. People’s protest to get better quality service has increased time to time. The challenge in giving public service not just creating an efficient service, but also how the service was given without differ the people’s status. The existence of Public Service Commission was the real action of Regional Rule no.11 / 2005 about Public Service, which asked people to participate, watch, and report the lack quality of public service. There are some basic condition in public service which have to be owed by public service bureau. They are time service, processing and cost. If those conditions didn’t fulfill, the commission would take actions and give sanctions. People needs became the major consumer. Public Service Commission functioned as guard to create more effective regional rule, which means that every un-serviced people could make protest to Public Service Commission. The writer has interest to make a research titled : Existence of Public Service Commission in Public Service Clash Arrangement (Case Study at Public Service Commission East Java). The statement of problem were : How the existence of Public Service Commission in processing the problem of Public Service Clash ? The research aimed to find how far the existence of Public Service Commission in processing the public service clash in east Java. Research method used was descriptive which aimed to describe or 1)description about a phenomena exist in field. This research tried to describe about the existence of Public Service Commission in Public Service Clash arrangement. Data collection was by observation, interview, and documentation using qualitative data analysis. This research showed that the existence of Public Service Commission in Public Service clash arrangement has fulfilled the duty of Public Service Commission, as stated in section 22 (1 and 2) East Java Regional Rule No.11 / 2005 which stated that Public Service Commission’s duties were accepting protest, checking and finishing every public service clash which fit the condition. Making rule about mechanism, technique, and procedure of public service clash arrangement, verification and mediation between all clashing parties in public service, processing the protest, and public service dissatisfaction, whether stated directly or indirectly by the people to the public service commission. The first step was by restructuring the public service in east Java by fixing Public Service Standard (Standar Pelayanan Publik - SPP) so that the public service process would be measured. The activity of Public Service Commission has to be fit the function, that was finishing the public service clash since basically the public service should be started by public service standard in each institutions held the public service.
