Abstract

Based on the results of preliminary studies on the problem of learning analysis ABK is still less attention when the time of learning. The problem was that children with special needs were still not paid attention when learning. The purpose of this study is to describe: (1) implementation of children with special needs learning, (2) the cause of the problems in the implementation of children with special needs learning and (3) school efforts to overcome the problems that occur in children learning disabilities. This study is classified as a descriptive study with qualitative approach. The range of time was 25 February-26 March 2019. The data sources were fourth grade teacher, special counsellor, and school principal. The data is in the form of field notes and teacher statements obtained from interviews and observations. The data are supported by documents in the form of RPP (lesson plans) and transcript for children with special needs. The technical analysis of the data includes data reduction, display data, and verification. The results of the study show that there are still obstacles in the learning, namely; (1) incompatibility of learning planning with implementation; (2) incompatibility of instructional media with learning management plans; (3) lack of ABK education personnel assisting learning (4) difficulties in determining the assessment of attitudes or behavior; (5) assessment in accordance with ABK's abilities. Factors that because obstacles occur in the implementation of learning include; 1) academic abilities of each child with special needs different.2) lack of preparation in the use of media; 3) the limitation of special tutors. 4) difficulty in measuring attitudes; 5) type of ABK and ABK's academic abilities are different. School efforts in overcoming obstacles include; 1) trying to implement learning in accordance with the plan; 2) adjusting learning resources or media to situations and conditions; 3) the classroom teacher is expected to be able to embrace the crew when learning takes place. The teacher's efforts in overcoming the constraints of evaluating learning are that the teacher will cooperate with other teachers. Based on the overall results it can be concluded that the implementation of learning in class V still has obstacles in the implementation of ABK learning still not well considered and the implementation of learning is not in accordance with the implementation plan of learning
