Abstract
Fisheries development is a process or human effort in utilizing all biological resources of fisheries and fisheries activities that involve fishing and fish cultivation in accordance with the application and development of science and technology and products, increasing funds and income, and increasing the amount of work and business. SWOT analysis is one of the planning methods used to obtain strengths, weaknesses, opportunities, and threats (threats) on a project whether a business venture. This research will be conducted in February to March 2018 which will be carried out in Gerokgak District, Buleleng Regency, Bali Province. The type of data used in this study uses primary data such as interviews, observations, documentation and direct questionnaires with respondents, namely the Office of Maritime Affairs and Fisheries of Bueleng Regency, owners, managers and grouper farmers. Data analysis method will be used in this study to study the strategy of grouper aquaculture business development in Gerokgak District, Buleleng Regency, Bali Province using the SWOT analysis method. The results of this research are the calculation using SWOT analysis states that the position of the strategy I believe I put on the SO strategy (Strengths - Opportunities) namely in terms of internal strength (S) and in terms of external (O) so that this strategy can be interpreted using assistance to use opportunities which exists
