Abstract

The government as a public service providers continues to imrove to always provide the best service to the society. As part of the Negara Kesatuan Republik Indonesia, Bangkalan districts too. One of the local government in East Java Province is endlessly trying to provide excellent public service to the society. One of them is service in the making of Electronic Identity Card (E-KTP). The guidelines in the service for the making the E-KTP are Perpres Number 96 of 2018 concerning the requirement and procedures for population registration and civil records. Basically the purpose of the public service itself is to satisfy the society, and to achieve that requires excellent service quality which is reflected in the the attitude of transparency, accountability, conditional, participatory, equality of rights, and balance of rights and obligations. The Bangkalan’s Dispendukcapil in this case has provided the best service to the society, by putting forward the slogan of the Dispendukcapil office which is ”Pro 3s Prima” “Profesional, Senyum dan Salam dan Santun secara Prima”. Evene the Bangkalan Districts’s Community Satisfaction Index on the performance of SKPD service itself fluctuates every year. To investigate and understands the phenomenon that will be experienced by researchers when in the field, such as behavior, perception or motivation historically by descriptive in the form of words and words, in a natural context by utilizing various kinds of scientific methods. Based on the result of data processing with research subjects from the Department of Population and Civil Registration in Bangkalan Regency about the implementation of excellent service in the manufacture of Electronic Resident Identity Cards (E-KTP) to the community, in this case the Regency of Dispendukcapil has been good at serving the community but cannot be considered excellent, because there are several aspect that need to be improved, namely increasing the quality of human resources, as well as playing attention to the facilities and infrastructure there, and providing clarity on the E-KTP forms to the community. There are still many people who are not satisfied with the services provided by Dispendukcapil employes.
