Public service is an efford of fulfillment the primary needs of each civil society’s right. One of the fundamental right is health. The concept of public service have been developed by Old Public Administration, that is procedure and rule of fulfillment and also the implementation of superiors’ instruction which become the main focus in giving service to the societies. The concept of New Public Management (NPM) is done with used managerialism approach which the function are planning, organizing, monitoring, training, coordinating, staffing, motivating andmaking decision which was made by political elite, but the concept of New Public Service (NPS) that ispublic importance not made by political elite that was written the rule. In this case, the goverment role was just do negosiating and exploring in every necessity of societies and communities’ group, so that birocration who give the service must be responsible in the entire of society. One of the implementation of service’s concept, new public service by citizen’s chater is Puskesmas Bendo, Kecamatan Kepanjenkidul, Blitar. Citizen’s charter was put the government necessary and service’s supply as the main rule of the service’s implementation. Puskesmas for a few people is the important things in public service because not every people can pay the cost to get a healthy service in private hospital. Geographically, Puskesmas neaver than hospital with the society’s resident and can serve the society directly. So that Puskesmas still become that one of society’s hope in finding healthy service. The writer used descriptive methodology, with gave the illustration of service variables in Puskesmas Bendo, which had relationship with the object. The purpose of this study was to know now far the effectivity of public services through citizen’s charter in Puskesmas Bendo. The result of this study showed that the service procedure in Puskesmas Bendo made the patient easy to reach the information, the time of service can be pay by society and it was proved by cost transparation, service produc which more be developed from medical service to non-medical service, a good facitition with computerization managerial information system and also the monitoring mechanisme through right and obligation in implementing phunisment for the custumers service. But, in implementing citizen’s charter service there are some facilitation that not effective yet. These are the service culture that have not been good informed yet, medical facilitation which still less, and society’s response which more in their right that the obligation. Furthermore, the Puskesmas’ opponents can limit these obstacle by doing training to make citizen’s charter optimal and also evaluating the internal of Puskesmas through the citizen’s charter group.
