Abstract
Community empowerment is one part of a government program that aims to involve the community directly in exploring the potential as well as the needs that should be developed in order to improve the quality of life, both educationally, economically, and health. This study was conducted to determine the implementation of community empowerment program policies in coastal trader groups organized by the Nglebeng Village Government through training in processing marine and pond products. This research uses a qualitative approach with a descriptive qualitative research type, and uses a subject collection technique in the form of purposive sampling. This research was conducted in Nglebeng Village, Trenggalek Regency with data collection through observation, interviews, and documentation. The data analysis technique used is using Miles, Huberman, and Saldana, and data validity in the form of source triangulation. The theory used in examining this research is using the theory of empowerment by Jim Ife. The findings contained in this study indicate that the community empowerment program in the coastal trader group (Konang Beach Warung Group) implemented by the Nglebeng Village Government is part of optimizing the potential of abundant marine products. The local village government collaborates with coastal trader groups in implementing the community empowerment program through training in processing marine and pond products. The preparation and planning of the empowerment program policy has been carried out since 2019 and in its implementation involves third parties as experts or resource persons in empowerment activities. The training provided is in the form of grilled fish processing, sweet and sour seafood, tuna tofu, and una cakes. The existence of the empowerment program is considered successful, where the training provided is able to increase the economic growth of coastal traders, realize tourism villages through culinary tourism, and support village development. The Coastal Traders Group (Konang Beach Warung Group) was stimulated by the provision of assistance in the form of training in processing marine and pond products, so that it can have the strength and independence in developing businesses in the culinary field. The success of the program is inseparable from the shortcomings encountered during the field, where the Ngleheng Village Government has not been able to carry out an evaluation of the implemented program.
