The changes of Indonesian foreign policy have been caused by Islamic issues that seen by international world as an negative thought, even they called it as Islamophobia. This caused Islamic sensitivity in Indonesia increased especially in Yudhoyono’s government since 2004-2009. It made the society gave pressure to the government to take part in resolving the Islamophobia matter. In democratic state such as Indonesia, relationship between state and society (state society relations) is an important thing. Government needs domestic support for their authority, and in a democratic state the dominant influence come from society groups. In Indonesia the dominant group came from Islamic group. These Islamic group later controlled the dominant influence in the Indonesia’s foreign policy. This phenomenon supports the role theory which states that attribute like general attitude and appropriate values with another state determine the way of foreign policy, and than encourage the government to take an active role in Organization of Islamic Conference (OIC). This international organization is an organization that consists of Islamic states and states with majority of Moslem society like Indonesia.
