Global Economic Crisis gives the big influence to economics of Indonesia, especially in the field of industrial products exporting. Existence of the crisis has opened opportunity to creative industry to develop existing potency. In the international world of creative economics so central in improving identity and image an nation in framework of nation branding. Competitiveness becomes issue of strategic in development of industry nationally. To challenge global and internal, development of middle and small industry represent one of the effort to increase local products so that it has high value selling. Sidoarjo represent one of the areas with in small industrial storey; (UKM) with very high level. Such condition supported by existence of region of Sidoarjo which by geo graphics represents one of the East Java province gateway. Governmental of Sidoarjo in this case secede from image among perpetrator of it effort that them still haunted by existence of instability of area. For that local government through On Industrial and Commerce Duty apply strategy in the effort to increase the local competitiveness promotion product of Sidoarjo Town. The Research type that used in this research is descriptive research that is conducted by depicting and elaborating the real situation and fact to look for its resolved. Its target is making descript ion, systematic elaboration, actual, accurate to regarding the facts, and also has relation between phenomenon that studied. Strategy On Industrial and Commerce Duty realized in many program among others involve Middle Small Industry (UKM) in many exhibition, marketing pass on media mass and also electronic and also involve perpetrator of UKM in each; every forum meeting of business. Thereby hence can be concluded that existing policy and have been conducted by the Industrial and Commerce Duty that represents the effort government in order to increase local product competitiveness. The result of research which has shown the existence of the increase of local industry, marked by exportings local product increases. Thereby, the local industry expected be made as area competitiveness in national storey level and also in global level.
