Abstract

INDAH DWI MAULANA, 2019, 201510050311131, Universitas Muhammadiyah Malang, Fakultas Ilmu Sosial dan Ilmu Politik, Jurusan Ilmu Pemerintahan, “Good Governing Poverty Alleviation” melalui Kebijakan PKH - Kelompok Perempuan Mandiri dalam Penanggulangan Kemiskinan di Kota Batu Pembimbing I: Drs. Jaenuri, M.Si, Pembimbing II: Hevi Kurnia Hardini, S.IP.MA.Gov. Good Governing Poverty Alleviation is a poverty alleviation program by implementing the Good Governance model in this context in the Program Keluarga Harapan- Kelompok Perempuan Mandiri which involves state, society and private sector actors. The handling of the poverty problem of the Batu City Government is in accordance with the Good Governance model of governance through a partnership pattern formed with the private sector, KPM and Batu City Social Service are expected to be able to create an independent women's group that can try and develop their creativity to rise from poverty both for themselves and their families . This study uses descriptive qualitative methods with data collection techniques such as observation, interviews and documentation as well as other data that support this research both primary and secondary. Based on the results of the research "Good Governing Poverty Alleviation" through PKH Policy - Independent Women's Group in Poverty Alleviation in Batu City where there are several problem formulations namely the Independent Women's Group in Poverty Alleviation, Implementation and Dynamics of Good Governing Poverty Alleviaton through PKH - KPM Policy in Poverty Reduction Empowering Women through Independent Women's Groups in Batu City. The results of this study are that this policy has actually been well integrated, but in its implementation or implementation at the regional level, in this case Kota Batu has not shown an integration model because there is something that has not been realized normatively. What is intended is that the Standard Operating Procedure (SOP) has not been regulated in this policy, there are dynamics such as the capacity of KPM human resource that are still below standard so as to create inaccuracies in the implementation of policies and the private sector enthusiasm in implementing these policies is different, empowering women through KPM is an effort to improve the economy of KPM through partnership schemes with entrepreneurs in Kota Batu.
