Abstract

Innovative public services Active Aggressively populist Dispendukcapil (Gampil) was created as an effort to re-improve the quality of population administration services in the Population and Civil Registry Office of the City of Malang. Based on the results of the community satisfaction survey in 2015, the satisfaction index reached 75.5% with a good category. The results of the survey are not enough to be used as a measure of improving service delivery, so the relevant agencies need to innovate so that the quality of service increases. Some other problems before the innovation was implemented included the long chain of bureaucracy, brokering, and the location of the remote Dispencukcapil Office. Skilled innovation is presented as an effort to improve the quality of service by making it easier and closer to the public service. The research method used is descriptive qualitative so that it can provide a comprehensive description related to skilled innovation in improving service quality and can describe the problems that hinder the implementation of innovation. Data collection techniques used were observation, interviews and documentation. While the theory used is the Innovation theory by Everett Rogers which states that the innovations created are concepts that have advantages that make it easy and the implementation is supported by a qualified composition of resources. The evaluation of gampil innovation is seen in several aspects. The first is on bureaucratization that has been realized with the implementation of services in each Kelurahan and services that are mobile services. Implementation of services both in the Village and in the Office has also been supported by information and communication technology, but still has problems because the bandwidth is less supportive. Another innovation is the Thrifty Package service that is procedurally contained in Standard Operating Procedures. Skillful innovation has also been supported by the availability of facilities and infrastructure, but not supported by the strength of human resources and adequate budget. Monitoring and evaluation exists so that it is not optimal because it does not comply with the provisions. The solution offered to overcome problems in gampil innovation is the addition of human resources through the recruitment of competent and professional apparatuses, collaboration with relevant stakeholders for network management, and maximizing monitoring and evaluation within a certain period so that innovation can be further refined.
