Abstract

Donomulyo District is one of the highest sending areas for migrant workers in Malang Regency. Migrant workers who become parents also have an impact on the lives of children and families. The fulfillment of children's rights must be guaranteed without the exception of children of migrant workers. On that basis, LP3TP2A Malang Regency carries out the Care Program which targets marginal groups in Indonesia, including children of migrant workers. This study aims to determine how the implementation of the Care Program by LP3TP2A Malang Regency in fulfilling children's rights for children of migrant workers in Purwodadi Village, Donomulyo District, Malang Regency. In addition, it is also to find out the supporting factors and inhibiting factors during implementing the program. This type of research uses a descriptive method with a qualitative approach. Data collection techniques used are observation, interviews and documentation. While for data analysis using data reduction, data presentation and conclusion drawing. The results showed that the implementation of the Care Program by LP3TP2A Malang Regency in efforts to fulfill children's rights in Purwodadi Village, Donomulyo Subdistrict, Malang Regency had fulfilled several aspects of children's rights including protection rights, identity rights, participation rights, education rights and parenting rights. The supporting factors for the implementation of the Care Program in Purwodadi Village include: (a) Government Support and (b) Community participation. In addition, the inhibiting factors are: (a) Changes in the allocation of funds, (b) The management of the forum for children is not optimal and (c) Geographical conditions.
