Abstract

This study is a case study in government hospital with the title “the Appliance of Balanced Scorecard as a Measure of Company Management Working (a Study Case in Regency Pacitan Public Hospital. The purpose of this study is to know how the condition of working in Regency Pacitan Public Hospital if it is measured by using Balanced Scorecard. The estimation of working in Regency Pacitan Public Hospital was done for 2005 and 2006 by using Balanced Scorecard. Balanced Scorecard is one method of working measure that paying attention in finance and non finance aspect that consists of 4 perspective, that are: 1) Finance Perspective 2) Patient Perspective 3) Internal Business Perspective 4) Development and Learning Perspective. There are 4 analyzing techniques that are used: 1) Finance Perspective, which is measured from Growth rate indicator 2) Patient Perspective, which is measured from the indicator Customer Satisfaction, Customer Acquisition, and Customer Retention, total patient, total stayed patient and total home treatment patient. 3) Internal Business Perspective, which is measured from ALOS, BOR, TOI, BTO indicator 4) Development and Learning Perspective, which is measured from employee retention indicator, employee training. Data analyzing result that can be seen from: 1) Working Finance Perspective Regency Pacitan Public Hospital during period 2005-2006, can be seen from income frequency Growth rate that is decreasing. That’s why the management working of Regency Pacitan Public Hospital is bad enough. 2) Working Patient Perspective Regency Pacitan Public Hospital during period 2005-2006, can be seen from Customer Satisfaction, Customer Acquisition, Customer Retention, total patient, total stayed patient and total home treatment patient which is the indicator has been fitted with the type of service. Those three indicators isn`t distant difference from the years before. So, the management working of Regency Pacitan Public Hospital is good enough. 3) Working Internal Business Perspective Regency Pacitan Public Hospital during period 2005-2006 can be seen from the decreasing ALOS and BOR, the decreasing too TOI and BTO. So, the working management of Regency Pacitan Public Hospital is bad enough. 4) Working Development and Learning Perspective of Regency Pacitan Public Hospital during period 2005-2006, can be seen from employee retention is good enough, employee training is too good enough. In conclusion, working management of Regency Pacitan Public Hospital is bad enough.
