Abstract

Education is the key to the birth of intelligence for the life of the nation and state. Therefore education must be obtained by anyone. As written in the Law of the Republic of Indonesia No. 20 of 2013 that every citizen is guaranteed to obtain education. This also applies to children with disabilities. This study used a qualitative approach with descriptive analytical types. The research subjects were community leaders, community teachers / teaching staff, community administrators and members of the Koramil Pakisaji. Data collection methods used are direct observation, interviews and documents. Data analysis is done by interactive models. The results of this study are: 1) The Kartika Mutiara Community has tried to fulfill the right to education for children with disabilities both internally and externally, 2) Efforts made by the community to fulfill the educational rights of children with disabilities with work programs include regular meetings, children's study groups disability and training, 3) In the implementation, several work programs are implemented optimally and consistently, but some also do not run optimally and monotonously. Recommendations: 1) For the institution, it can improve infrastructure and resources to be further enhanced to support community programs, 2) for the next researcher to study more about the theme and prepare matters relating to data in the field.
