Abstract

Post Cold War ( 2003) ASEAN improved of security cooperation which more integratif namely through ASEAN Security Community ( ASC). ASC present caused by environmental change from the angle of threat namely security of state to human security ( non traditional security) where security cooperation of former ASEAN ( ZOPFAN, TAC, SEANWFZ, and ARF) cannot overcome those thing because the cooperation of nations ASEAN adapted for condition of security at that moment namely to face situation at the time of Cold war. Therefore to face non traditional security hence ASEAN improved of security cooperation. Improvement of security cooperation based on states rationality of ASEAN pushed by factors following, such as: ( 1) common uncertainty ( non traditional security) what is faced states of ASEAN; ( 2) ASC gives security and safety guarantee to states of ASEAN; and ( 3) Existence of awareness about the importance of every state for attainment ASC.
