Abstract

Terrorism is one of international crime which created fidgetiness in society. A tackling effort to terrorism crime included smallest area, like Batu City. The research aimed to find out the form of terrorism tackling efforts which was done by law officer in Police Headquarter of Batu region and also various obstacles existed in the effort. In this research, the writer used socio-juridical approach. The research was done in Police Headquarters of Batu with data sources consisted of interview, observation, and documentation. For data processing, the writer used qualitative descriptive analysis. From the research, tackling efforts for terrorism crime were: making categorization related with terrorism crime included: figure who historically related with terrorism movement, new radical organization, suspected individual related with bombing or security threat. Real implementation of terrorism tackling efforts were done through investigation to cases which has potential for terrorism crime and also cooperate with Special Detacement 88 (Densus 88) in handling terrorism crime. Obstacles in terrorism tackling efforts consisted into internal and external obstackle. Internal obstacles were organization structure and bureaucracy, lack of human resources, lack of personnel, lack of facility in Police headquarters of Batu, and fund. External obstacles were intervension of parties in handling terrorism crime, different region characteristic and lack of people care to their environment so that terrorism subject could be one of the society members. The writer suggest the Police Headquarters of Batu to do better coordination in handling terrorism crime. Densus 88 should add their members with assumption that terrorism crime existed in almost all of Indonesia region. Keywords: tackling, terorism crime
