Abstract
There are various problems regarding on the implementation of the District head, including the process of district head’s elections which are now considered to be costly in addition to those often nominated by political parties not competent figures because the selection of nominees through political parties is based on financial capacity and economic capital strength. The purpose of this research is further divided into three objectives, which are to find out and examine what the regulations are related to campaign funding sources for district head candidates, in addition to the legal implications of these arrangements and the ideal concept of campaign fund arrangements in Indonesia. This research is further categorized as normative law research which in this case specifically examines the regulation of campaign fund sources contained in Constitution No.10 of 2016 about Election of Governor, Regents, and Mayors. Based on the results of research and discussion, the sources of campaign fund for district head candidates are divided into three sources, political party, contributions, and/or a combination of political parties carrying candidates for district head, candidate partner contributions, and non-binding party contributions including personal and/or private legal entity. The legal implications of the campaign fund management system for the district head candidates include the absence of restrictions on campaign fund contributions from the district head candidates in addition to impacting on the regeneration system in political parties. As a result, ideal campaign funds are needed: from candidates for district head, the role of the state in the district head election campaign, encouraging transparency and accountability.
