Abstract

Abandoned children who are placed in the Child Welfare Institution (LKSA) become the target group that needs special protection because they are separated from the care of their biological parents. The Ministry of Social Affairs in 2018 formed social assistance namely the Children's Social Savings (TASA) aimed at abandoned children. TASA assistance is provided to achieve basic needs, fulfill basic rights and strengthen children and families. This study employed a qualitative approach with a type of descriptive research. The subjects of this study were Sumenep District Social Service Staff, LKSA Chairperson, LKSA Management, and abandoned children who settled in LKSA. Data collection techniques used in this study were observation, interviews, and documentation. Data analysis techniques include data reduction, data presentation, and conclusion drawing. The results showed that the implementation of the Child Social Savings (TASA) assistance program could not alleviate neglected children in Sumenep Regency. LKSA has difficulties in utilizing funds that will be allocated for neglected children, due to the lack of a TASA aid fund budget that has been lowered. The Social Service strives to provide assistance from APBD funds even though not all LKSAs get assistance. The use of funds is used to fulfill children's basic needs, fulfill children's rights, and fulfill the Children and Family Strengthening Meeting (TEPAK).
