Abstract

Inclusive education is education based on an open spirit to embrace all circles in education. The success of inclusive education programs requires adequate input instruments, one of which is the professional role of a special guidance teacher (GPK). The purpose of this study is to a) see the implementation of inclusive inclusive education which includes acceptance, planning, implementation, and evaluation for students; b) know the factors that support and hinder the implementation of inclusive schools; and c) knowing the positive impact and negative impact of the implementation of inclusive schools in Vocational High School 2 Malang. This type of research is qualitative research with a type of policy research, wherein in-depth study uses the technique of collecting data directly from people in their natural environment. The results showed that implementation had been good in terms of acceptance, planning, implementation, and evaluation at SMK Negeri 2 Malang, which was followed by special needs students with autism, mental disability, ADHD, slow learners, deaf people, and multiple impairments (more) Internal and external supporting factors are collaborations from various inclusive education actors, the government, guardian parents of students, communities around the school, and special accompanying teachers. Internal and external inhibiting factors, lack of infrastructure assistance from the government. The positive impact of the implementation of inclusive education in Vocational High School 2 Malang is the support of all parties to inclusive education, for the negative impact of this research in the inhibiting factors, namely the lack of infrastructure assistance from the government. Researcher's suggestion, schools should always send letters to the government in terms of infrastructure assistance so that the government can be quick to respond to this. Can also look for sponsors through CSR (Corporate Social Responsibility), self-funding from parents of guardian students, and raising from public funds.
