Abstract

This study was aimed to analyze the state elementary schools learning problems in Gili Iyang island Sumenep and the strategies applied to overcome those problems. The learning problems being studied was based on the Indonesian Minister of Education Regulation number 22 of 2016 about the Standardized Process on Elementary and Middle School Education. This study was qualitative study using descriptive approach. The data of study was obtained through interview, researcher observation, and documents study. The interview data was collected from state elementary schools’ headmasters and teachers in Bancamara, Gili Iyang island. The observation sheets were based on researcher’ direct participation during classroom activities held by teachers. While the data of document study was taken from teachers’ and students’ number and attendance list, syllabus, and also lesson plan. Then the data was analyzed using the interactive model, a concept from Miles and Huberman. This study used sources triangulation for its validity checking. While the results showed that teaching plan, which consisted of planning, implementing, and evaluating process, was arranged and applied. In general, the learning problems happened in Gili Iyang island were the teachers’ work-placement; imbalance number of teachers; public transportation issues; number of schools; and also, the teachers’ salary issues. The strategies applied to overcome those problems were maintaining good relationship and way of communicating among teachers; recruiting fresh graduates; applying a family-friendly approach to comfort those honorary teachers; making a regular schedule to keep teachers attending school; applying a working day of 50 percent plus 1 day from total number of effective days in a month; applying an internal policy in school in terms of allocating the school fund for honorary teachers’ welfare; and having the teachers familiar teaching more than one class at the same day.
