Abstract

Since the start of the AIIB, China has sought to invite countries with strong economies in the world to join the AIIB, including Japan.. But Japan refused to join the funding institution formed by China. The Japanese stance that refused to join AIIB was in line with one of the other G7 members, namely the United States. Moreover, Japan had an important role in the Asian Development Bank (ADB) which is also a funding institution in Asia that had long been established long before AIIB was established. This research uses the Rational Actor Model theory to explain why Japan decided to refuse to join the AIIB. As a rational actor, the Japanese government decides the most appropriate policy by considering each of the most favorable policy choices for Japan and minimizing losses from the policies taken.. Based on the theory above, there are two main reasons for Japan to reject China's offer to join the AIIB. First, the United States decision to refuse to join the AIIB is the basis for Japan to follow the United States, especially Japan is a close ally of the United States in Asia. Second, Japan has concerns about AIIB in a systemic and structural way to continue to survive.
