Abstract

Pro government to further empower the Small and Medium Enterprises (SMEs) have prompted the Office of Industry and Commerce and its staff to enhance the role and function. Therefore, the Office of Industry and Trade of Blitar City should continue to develop themselves and enhance its role as facilitator, mediator, and innovator in the implementation of trade. This study focused on responses regarding Diperindag role as facilitator, mediator, and innovators to empower small and medium businesses. The object of this study is the small and medium entrepreneurs (SMEs) in Kota Blitar as well as the population in this study with the number of 257 small and medium entrepreneurs (SMEs). Sampling technique using Ramdom proportional sampling, which eventually gained as many as 64 small and medium entrepreneurs (SMEs) who were respondents in this study. The research data includes primary data captured through Likert-scale questionnaire that has been tested its validity and reliability, and documentation relevant institutions. The method of analysis used descriptive and multiple regression analysis method using the independent variables Disperindag Role as Facilitator (X1), Disperindag Role As Mediator (X2), Role Disperindag As an innovator (X3), and the dependent variable Empowerment of Small and Medium Enterprises (Y).
