Abstract

The landslide is a disaster that has the most intensity events in Malang. Many landslides occurred in a residential area is in the riparian area that does not comply with the Spatial Regulation Malang No. 4 of 2011 which states that the riparian area is a protected area that is not intended for residential purposes. Therefore an effort to reduce disaster risk through mitigation need do it. Through this study are expected to know how the implementation of the landslide mitigation deliberative based in Malang. The method used is descriptive research, using a qualitative approach. Implementation research theory using the theory of Merilee S. Grindle, and also uses the concept of Jurgen Hubernas deliberative. Analysis of the obtained and then the conclusion that mitigation of landslides structural or non-structural been pursued by BPBDs Malang although it still has shortcomings, though not all programs are deliberative, but in the process of deliberative embodied in musrenbang, as well as government programs are top-down, namely urban tough, but the content of the program with the aim of deliberative. Inhibiting factor in mitigating factor for this is funding, the budget reduction did not reach 1% of the budget. Then the attitude and understanding of the public still lacks understanding of the city spatial planning less being of government and lack of socialization, as well as the inconsistency of the government in enforcing planning regulations.
