Abstract

Religious minority groups are the optic used in this study, the background beyond this is the gap between constitution and daily practices on the religious education in primary and secondary education institutions. The students’ rights to get the religious education in Pasuruan District are like “a chick losing its hen.” They are left alone to find out their religious education according to their faith and in this case,the government is absent in carrying out the obligations of this educational system, by nullifying religious teachers who hold the status as civil servants. The purpose of this study was to describe understanding and action of Adventist minority groups against school policies on the implementation of religious education for minority groups. Multicultural concept is a necessity for the continuity of education with justice using the legal umbrella of Law No. 20 of 2003 on National Education System article number 12, paragraph 1, and Government Regulation No. 55 of 2007 on religious education and religion number 3, paragraph 1. The subjects in this study were parents of Adventist students and education institutions in Pasuruan Regency. They are spreaded in the areas of Prigen, Pandaan, Sukorejo and Purwodadi Subdistricts. The study involved 23 subjects, with diverse educational backgrounds and professions. To present the results, this study uses Habitus concept with phenomenology study, which aims to get a clear picture of understanding of Adventist minority groups on school’s policy in the implementation of religious education in public schools. Each school is required to provide religious education according to the beliefs of the students, and this research is conducted in public schools. The constitutional mandate grants the rights to each student, not quantity, but in practice it is always faced with school’s operational fund issues. School managements in this study try to provide solutions by working with local religious institutions. Understanding and action of school policy is divided into three groups: namely Traditional, Liberal and Celebration. The three groups took different actions; the Traditional groups provide stubborn resistance to be granted in accordance with constitutional provisions, while the Liberals and Celebration groups are moderate in their actions.
