Abstract

The UN Security Council held a closed meeting to discuss the conflict and the plan to resolve the Rohingya conflict in Myanmar. The majorities countries that attended the forum agreed with the UN Security Council's strong involvement planning to resolve the Rohingya conflict. However, Tiongkok expressed a different attitude. Tiongkok give support, defense and siding with the Government of Myanmar. Tionkok also rejects the strong involvement of the UN Security Council in resolving the Rohingya conflict, even asking for patience and allowing the Myanmar Government to resolve Rohingya conflict itself. Tiongkok's alignments with Myanmar at the United Nations are not the first time. Previously, Tiongkok also sided with Myanmar at the UN forum by rejecting the UN Draft resolution related to Myanmar Democratization. This research aime to analyze the actions of Tiongkok in the UN Security Council Forum and looking for the reasons behind Tiongkok's alignments with Myanmar. This research uses the perspective of constructivism, and adopt the identity theory of Peter J. Katzenstein as a framework to get the right analysis results. Based on Katzenstein's identity theory, this research concludes that the reason for Tiongkok's alignments with Myanmar in the UN Security Council Forum which discussed the Rohingya conflict is because the Tiongkok’s identity that formed form the norms of the Five Principles of Peaceful Cooperation which also become the framework of Tiongkok's relations with Myanmar.
