Abstract

The involvement of Russia in using the Private Military Company (PMC) in the Syria conflict is a continuation of the war invasion after officially involving military operations on 30 September 2015, as well as the continuation of the war in Ukraine in 2014. The Syria conflict began when there were demands for the withdrawal of civil society on Bashar al-Assad as part of the process of democratization in Middle Eastern countries. Therefore, the involvement of Russia using PMC is called because of the interests behind the operations of private military corporations. This research aims to determine the network of actors in Russian foreign policy involving the Wagner PMC in Syria. And what are the interests contained in it, where the involvement of internal and external actors is the key to decision making in the operations of Wagner's private army. In this study, the author uses explanatory methods or types of research and is explained by the theory of policy influencer system by William D. Coplin and the concept of PMC. The results of this research indicates that the influence of Wagner PMC on Russian foreign policy in Syria is based on Yevgeny Prigozhin's business interests. Its proximity to Vladimir Putin gave a contract of 25% of the oil and gas production between Evro Polis and General Petroleum Corp. The agreement was taken to secure the exploitation of the Islamic State of Iraq and Syria (ISIS) movement on natural resource management in Syria.
