Abstract

Foreign policy can be defined as the behavior of a country toward other countries in international relations. Foreign aid is one of many instruments that can be used by a country to achieve its national interests, mostly dominated by security purposes. Britain is one of the countries that distribute their foreign aid in large numbers. In 2013, Britain decided to end their foreign aid to several countries, one of them is South Africa. The main purpose of this research is to explain the Britain's rationale of foreign aid termination towards South Africa. In this research, the author uses Rational Actor Model by Graham T. Allison. This research has found the conclusion that Britain, after the end of Millennium Development Goals period, intended to reorient their foreign aid to become more of strategic support for their national interest, specifically in terms of national security. The Britain’s foreign aid will be distributed more to broken and fragile states in order to tackle the root causes of instability and to maintain the national security in a long term, which is threatened by the instability that occurred mostly in fragile and broken states.
