Abstract

Many of the problems in Indonesia from the old order to Order Reforms at this time does not make the problems in Indonesia addressed properly. poverty, education to health is still a major problem facing the country. Neither with public services that are the fundamental rights which the State must be provided to its citizens in order to help achieve social welfare for its citizens. So also with Ministry of health for disability especially for blind disability who up to now be one of the problems in conducting services, basic needs problems such as guide lines or guiding block, access to information and clear communication in accessing health care services still haven't filled properly. In this study the researchers chose Clinics Janti Malang became the location of research, in his findings public health Clinics are known as Anita friendly for persons with disability blind but in his Ministry still have not reached the maximum, up to ancillary equipment in the manufacture of braille who still use manual power. In this study has the objective to deepen in the fulfillment of the rights of the disabled, blind disability health to consider factor endowments and the peghambat encountered, implementation has been done by public health Anita in fulfillment health for blind disability with regard to persons with disability legislation. And in doing research researchers using qualitative method with descriptive types by using interview techniques, observation and documentation. Determination of the subject based on the know of information needed by the researchers. And as for the analysis of data used by using model data reduction, the presentation of data, and conclusions. From the results of research at Clinics Janti Malang outline the rights of health for persons with disability is already fulfilled and implemented properly, but in terms of the services still require stages in the repair, as well as support from the Government as a stake holder in the country is indispensable. Repair service referred to in research findings is like mentoring for patients with disability officers potluck, the absence of a special officer to accompany the patient when will access healthcare services. In addition the development of technology in facilitating and accelerating the work of humans is still not applied in Clinics Janti, it is based on the findings in the field in making braille on prescription or drug use pointer still made manually.
