Abstract

The quality of education can be seen from the achievements of education which includes affective, cognitive and psychomotor. In 2016, the Ministry of Education and Culture revolutionized the nation's character as one of the solutions to the problems of quality education in the affective domain through the Character Education Strengthening program. However, there are no legislation issued as a legal basis for implementation. This is what encourages researchers to examine the implementation of Character Education Strengthening (CES) in Malang City Elementary School. The research objective is to describe the implementation of the CES program (planning, implementation, evaluation monitoring, and reporting), the factors that support and hinder implementation and the different models of CES program implementation in Malang City Elementary School. Taking research samples based on school criteria has implemented CES, has distinctive characteristics as CES implementor and distribution of school locations. Based on this, SDN Model, SDN Kauman 1 and SD Insan Amanah were selected. This research applies qualitative and quantitative approach with a design of Mixed Methods Concurrent Embedded. Qualitative data collection is done by interviewing, observing and studying documents while quantitative data using questionnaires given to 30 teachers randomly because of the limited number of teachers in each school. Qualitative data were tested for validity by validating findings (creadibility, transferability, dependability and counterpart) and analyzed using Interpretative Phenomenological Analysis (IPA). Quantitative data were analyzed using the One-Way ANOVA test with SPSS 16.0 software. Based on the results of the analysis, it can be concluded that: 1) the Character Education Strengthening program in Malang City Elementary School is implemented in a Class, Culture and Community Based model programmed through planning, implementation, evaluation monitoring and reporting; 2) factors that support implementation include the leadership style of the principal, the commitment of the school community, the example, a solid school work team, the participation of parents, the use of environmental potential, financing, and infrastructure, and the development of local wisdom. The factors that hinder implementation are the lack of synergy in the mindset between schools and parents and the low competence of teachers in integrating CES into learning; and 3) there was no significant difference in the implementation of the three models in three schools, with sig. 0.470> 0.05 for Class Based, sig. 0.369> 0.05 for Culture Based, and sig. 0.588> 0.05 for Community Based. SDN Model can be a CES implementation role model based on Duncan's table with a subset of 75.7333 for Class Based, subset 44.0571 for Culture Based and subset 49.20 for Community Based.
