Abstract

United State Environmental Protection Agency (EPA) is an American environmental protection agency that was established to combat the environmental pollution in the United States, one of the EPA’s theme is "Meeting the Challenge Ahead" in that theme there are targets which are the EPA are required to cooperate with states, tribes, local governments and other institutions to manage resources. It is realized through EPA cooperation with MoE in the recovery of land that contaminated with B3 waste in the city of Tarakan. Some recommendations on how to overcome the environmental problems are include the demolition of buildings, restrictions on exposure to volatile compounds, making Control box and others. This research discusses about EPA cooperation with MoE in 2014, the effect of the agreement on the condition of the contaminated land. Cooperation between the Ministry of Environment and EPA is the unit of analysis and the Effects of EPA environmental conservation to Tarakan city is a unit of explanation. There are also theories and concepts that used, Liberal Institutionalism, Overseas Aid, Sustainable Development, explained that the interdependence between the actors in the international relations of interaction which can be either cooperation or assistance to achieve common goals.
