Abstract

There is a shift when people prefer to use motorized vehicles cause the cart into decline. For the coachman who depend his income primarily as breadwinner, he continues to serve as a coachman. This condition is of concern to the Government of Batu City, one wistful side with the economic conditions of the coachman on the other hand the government is apprehensive about the existence or the present of the cart in the city of Batu in the future. Concern to the coachman was realized by making a development program in the field of tourism transportation, namely tourist carts. Through this program, it is presumed that problems with the coachman in Batu City could find a solution. Providing facilities for the cart while operating such as parking lots and incentive for a number of cart drivers who are still operating. The purpose of this study is to find out, namely (1) Government understanding of the existence of carts as tourist transportation. (2) The process of establishment Cart Tourism. The paradigm of this study is the Interpretative paradigm, in which researchers reveal how social realities and processes by certain individuals and how they interpret them. While the approach used is qualitative assessment. This research was conducted in Batu City with the subject of Batu City Government. The results of this study proved that (1) When the coachman is changed or constructed properly and still maintains the cultural characteristics that exist, will be a support in the development of tourist rides in Batu City. In this change, there is interference or concern from the government, both in terms of material and non-material. (2) The establishment of Cart Tourism in line with L. Bergerr's social construction theory, could be elaborated through three stages: First, Externalization, namely Actualization of ideas to other institutions. Related to the result of actualization was understood and approved. Second, objectivity created is formulated in the form of rules, in which there are values that must be obeyed by the policy maker and those who use the policy objectives. Third, Internalization is to socialize the legitimized policy by simultaneous provisions and observations.
