Abstract

Normalization of diplomatic relations is a situation where the return of diplomatic relations between the two countries was interrupted due to a problem. This is what has happened to diplomatic relations between Turkey and Israel. In the normalization process Turkey issued a policy to accept normalization even though Israel did not fulfill Turkey's requirements to release the blockade on Gaza. This study discusses the reason Turkey accepts normalization from Israel by using John P. Lovell's Foreign Policy Analysis Strategy. Based on the views of one country and differences in capabilities, this theory can be divided into four strategies. One of the strategies used in this study is the Concordance Strategy given that Turkey feels Israel is a supportive country and Turkey feels its capabilities are not higher than Israel. The result of this research is Turkey’s reason of accepting the normalization due to awareness of Turkey's position on Israel, so that Turkey will not extend its problems with Israel. Turkey's interest in Israel also causes normalization to occur. Turkey's interests in Israel include cooperation in the energy, military and economic fields.
