Abstract
Coal production is always increasing every year, while the allocation of coal for the country is still low, meaning that the use of coal in the country is not comparable with the amount of coal production so that the allocation of coal production is more for export. If coal production continues to increase and demand for coal exports is still high, it is feared that it will affect the increase in mining productivity so that it is feared that it will affect the amount of coal reserves currently owned by Indonesia and have an impact on mine life. Therefore it is necessary to make efforts from the government in regulating the development of coal production so that energy conservation can be achieved to guarantee national energy security in accordance with Government Regulation No.79 of 2014 concerning National Energy Policy by not making energy sources as export commodities only but as national development capital . Therefore, the policy of controlling coal production is a policy offered by the government in overcoming problems related to coal management. In this study researchers used descriptive research methods by trying to describe how the implementation of coal production control policy for national energy security is implemented. In terms of data collection researchers used data collection techniq namely observation, interview and documentation. After the data is collected, the data will be analyzed with the analysis model according to Miles and Huberman namely (1) data reduction, (2) data display, and (3) drawing conclusions. The results of the study found that in the implementation of coal production control policies, they have not been implemented optimally. This can be seen from coal production which still exceeds the target set by the government, then from the side of optimizing coal production domestic coal sales have increased, but still not maximized due to several factors so that domestic coal sales still do not meet the targets set by the government, then in terms of controlling coal exports sales of coal exports are still higher than domestic coal sales, and exports also still exceed the target set by the government. There are several inhibiting factors in the implementation of this coal production control policy, namely the first to be related to consistency or compliance with coal production operations and the second is the lack of or not best use of domestic coal. Thus the implementation of coal production control policy has not been implemented in accordance with what has been planned so that in the future there needs to be an appropriate step so that coal production control policies can be implemented in accordance with the planned and expected.
