Abstract

In overcoming the cases of child abuse which is frequently occurred in Indonesia, the government creates a policy of Kota Layak Anak (KLA) where the policy is requiring regions in Indonesia to build child-based development, especially in city. The KLA policy is expected to be able in overcoming the problem of child abuse problem. This research employed descriptive qualitative method. The findings of this research were showing the steps done by government of Kota Batu to overcome the cases of child abuse in realizing Kota Batu as Kota Layak Anak. Those steps were providing physical services in the form of playgrounds and child-friendly alleyways, as well as institutionally for children and for children victims of violence in the form of non-governmental organization participation in child protection to overcome the cases of child abuse . During the program, the facility given by government of Kota Batu was running smoothly, however there were some obstacles occurred, such as: the lack of coordination between institutions as caused by sectoral ego, the lack of human resource as well as the lack of public awareness in order to overcome the cases of child abuse. Therefore, the attention of all parties were required in order to handle and overcome the case of child abuse.
