Abstract

Human rights violations committed against the Rohingya ethnic by the military in the form of violence to extermination and discriminatory treatment from the Myanmar’s government. OHCHR as an international organization in the field of human rights has a role to addressing this problem as an independent actor, instrument, and arena. However, human rights violations are still going on until 2017. Therefore, in this research the authors analyze the causes of OHCHR has obstacle in addressing the Human Rights violation case of Rohingya Ethnic in Myanmar. In this study, the author was using a research method by the collection of data, that is library research. Furthermore, this research used an explanatif analysis. The author used the concept of regime effectiveness for analyzing the causes of OHCHR's obstacles. Then role of international organizations theory to review the obstacles by looking at the OHCHR role in addressing human rights violations in Myanmar. The result, causes of OHCHR has obstacles to address human rights violations of Rohingya ethnic in Myanmar is complexity of high domestic Myanmar problems and Myanmar's low compliance, so that changes in Myanmar's behavior towards respect for human rights are not significant. Besides that, the international politics discourse of Human Rights hampered by the dynamics of human rights where interests of international actors and clash with national sovereignty norms.
