Internal magazine is published for politic in a company or organization, especially for employees that each day just for working in company environment or organization. Internal magazine even though just for company public internal, but still have the same function with another magazine in mass media, certainly fit with employees. Messages in mass media little bit different with media internal. Characteristics of message in mass media generally, universal, including anything and anywhere, we could not see in public relation media internal. This case because communicant in media internal is homogen or with another word is people or group of people which is have the same interest to something, it can be company skill, purpose, or decision from management side. Police region of south Borneo as a government committee which is have employee in big amount also try to appear good feed back relationship between boss and employee and also to decrease misunderstanding that possible happen because of not clear the information or skill with the way publish media internal or it can be called with public relation product of police region of south Borneo, one of them is tunggal dharma vishuda magazine. Internal magazine even though just for employees or company public internal, it will be good still to complete each people need generally. That because, researcher interesting to research how the uses of ray heldon concept about mass media in public relation internal magazines of tunggal dharma vishuda magazine, as media internal belong to police region of south borneo. Based on background of research above, then researcher takes abbreviation of problem as how the use of ray heldon concept in magazine of tunggal dharma vishuda in police region of south borneo edition 16 in year 2006? What kind of type that most appear from ray heldon concept in magazine of tunggal dharma vishuda in police region of south borneo edition 16 in year of 2006? The purposes of research are to know the uses of ray heldon concept in magazine of tunggal dharma vishuda and kind of messages that most appear from ray heldon concept. Research approach that used is confirmative descriptive with focus of research are persuasion, information, education, advertisement, and analysis and interpretation. Analysis unit that used is the magazine of tunggal dharma vishuda edition 16 in year of 2006. Based on data also analysis result, then in tunggal dharma vishuda magazine ray heldon concept about mass media can use even though still have one category not complete yet, which is advertisement category. For the most kind of message that most appear is information with frequency of third magazine 136,8%. For persuasion category 16% frequency, education 21,5%, advertisement 16,5 and analysis and interpretation has 109,2% frequency.
