Abstract

This study aims to describe the innovation of administrative services in Dinoyo Village in Sakdino program. Innovation is done through android-based applications to support e-government practices. The problems that will be discussed in this research that includes service innovation on Sakdino program and the factors that become the key of program success. This study uses the concept of innovation in public sector organizations which consists of several aspects of innovation, namely innovation in aspects of policy, methods, systems, processes, and service products. This research uses descriptive qualitative research method. Sources of data used include interview results as primary data sources and Dinoyo Village documents, journals, and relevant books as secondary data sources. Data collection techniques used observation, interview, and documentation. While the data analysis techniques use four stages that include the process of data collection, data reduction, data presentation, and conclusion. The results of this study indicate that although the Sakdino program service method contains a new way and become a pilot program for 57 urban villages in Malang, but the innovations made in the Sakdino program are still experiencing some obstacles from various aspects of innovation. The Sakdino program is based solely on the mission vision aspect of Malang City and Dinoyo Urban Village as well as Dinoyo Village's Annual Work Plan, lack of community response, technical capacity of RT and RW management, and limited service products that do not include KTP, birth certificate and family card as services major in administration for demography.
