Abstract

This research aims to examine the effectiveness of the ASEAN Agreement On Transboundary Haze Pollution (AATHP) in addressing forest fire issues, particularly in Rokan Hulu, Riau. The study is significant due to the prolonged forest fire problems since the 1980s and early 1990s, impacting the stability of the Southeast Asian region. Malaysia and Singapore, specifically, have faced significant losses, leading them to urge Indonesia and ASEAN to address the haze issue. ASEAN responded by creating a joint commitment, the ASEAN Agreement On Transboundary Haze Pollution (AATHP). The research, using qualitative descriptive methodology, reveals that the AATHP is not fully effective, partly due to Indonesia's lack of national regulations and commitment in addressing transboundary haze. The study suggests a need for corrections, emphasizing the absence of clear implementation mechanisms and the lack of behavioral and environmental changes post-AATHP establishment.
