Article 9 is a clausul of Japan’s constitution put together and imposed by the United States to be implemented by Japan post WWII that stripped away military potentials that could be used to wage war by Japan. Article 9 declared that Japan will never build any form of military be it navy, army or air force, making them only own Self-Defence Force which may only operate within Japan. In spite of that, in 2014, Japanese government under Prime Minister Shinzo Abe had declared to reinterpret Article 9. Through new reinterpretation, Japan’s Self-Defence Force will be enabled to operate outside the vicinity of Japan and this announcement triggered protests from its own citizens and formerly colonized neighboring countries. Despite protests against this decision, Shinzo Abe persisted doing reinterpretation as the first step towards full amendment of Article 9. This research will explain the process of Shinzo Abe as prime minister of Japan with the highest authority in decision making for Japan in reinterpreting Article 9. How the information as perceived by Shinzo Abe shaped his believe system in the form of ‘facts’: perception of what had happened, what is currently happening and what will happen, then values: perception of what should happen as ‘input’. Meanwhile the result of said ‘belief system’ itself is called ‘output’ which is the decision being taken by Shinzo Abe. The outcome of this research is that the conservatism values which was doctrined by Shinzo Abe’s grandfather, former Prime Minister Nobusuke Kishi during his childhood shaped Shinzo Abe’s perception that Japan should have its own military just like other countries in general. This also supports his perception that East Asian countries particularly North Korea and China are threats to Japan, thus making the decision to reinterpret Article 9 a rational thing to do in order to establish official military.
