Abstract

This study discusses the reasons of the Indonesian government's policy on the moratorium of informal workers to 19 Middle Eastern countries during the reign of President Jokowi, who drafted the Decree of the Minister of Manpower no. 260 Year 2015. The policy that at this time is a determinant of foreign policy behavior. Charles W. Kegley, Jr. and Eugene R. Wittkopf who say there are two decisive factors in state policy, internal factors and external factors. The research method is explanative with data writing techniques through interviews and documentation. The result of this research is the birth of policy of moratorium informal Indonesian wokers to Middle East influenced by two factors. The first factor is related to the Indonesian democratic system which considers the aspirations of its people in making a policy. Migrant Care, Migrant Workers Network (JBM), Large Family of Indonesian Migrant Workers (Kabar Bumi) and Commission IX of the House of Representatives are the most prominent actors in terms of advocating the rights of migrant workers. In addition, President Jokowi's personality can also affect the characteristics of the resulting policy. The second factor is international law in which there are ILO (International Laobur Organization) and IOM (International Organization for Migration) role in discussing labor rights, and the existence of interdependent service trade between Indonesia and Middle East countries.
