In the raid conducted by Public Order Enforces in cooperation with the Social Service is good enough. But, there are also some obstacles namely the lack of financial resources in the provision of services of facilities and infrastructure such as the construction of temporary shelters as a shelter for the assisted citizens. It will hamper the implementation of the curbing. Furthermore, in the handling done by the Department of Social Affairs and cooperate with various implementers of the Department of Health, Education Office, SMK, University, NGO, BLK, and UPT Social rehabilitation. In accordance with the Regional Regulation of Malang City No. 9 on 2013, the Government of Malang especially Social Office is running programs from the Ministry of Social that is called as "DesakuMenanti". Itbuilts in the form of “kampungtopeng” as tourist destination. Here the beggars, homeless and street children are handled to reach better economic prosperity. Social Service is currently focusing on supervising the handling in “kampung topeng” as tourist destination. There are 40 head of households (KK) and also 153 people that are living there. It can be concluded that the implementation of the local regulation is still not maximized. It can be seen that there are still a lot of beggars, homeless and street children that can be found in Malang city due to the lack of human resources and infrastructure facilities in handling.
