Abstract

This study explains why Germany under Angela Merkel's government issued a supportive policy toward Muslim immigrants. A series of acts of terrorism that occurred in Europe had an impact on the increasing spread of Islamophobic issues. The groups that led to the issue were the Pegida group as well as the right-wing party Alternative für Deutschland (AfD). The issue of Islamophobia later developed into an anti-Immigrant Muslim issue and triggered discrimination. Angela Merkel's support of Muslim immigrants is shown directly through her policies and actions. This research uses perceptual theory from Ole R. Holsti, which explains how perceptions and belief systems of state leaders have influence in policy making. This research uses explanative method with qualitative approach done through journal, book, news and thesis. The results of this study indicate that the reason Merkel supports Muslim immigrants is influenced by Angela Merkel's perception, which assumes that Islam is part of Germany and that Muslims are not terrorists. In relation to human rights, Merkel considers himself the chancellor of all Germany and discrimination is incompatible with the basic values of the German state.
