Abstract

The Government of Indonesia look at the urgency of foreign investment in order to boost a national economic building. A pro China foreign investment policy becomes a strategy to gain a huge and rapid inward investment in Indonesia. Three points which reflect on the tendency of Indonesia pro China are the existence of China Desk, signing of memorandum of understanding in foreign investment, and the decision of Indonesia to appoint China in high speed railway Jakarta – Bandung project. A pro China foreign invesment policy has been considered as well. This research will explain the rationality of Indonesia through Rational Choice Theory by Charles W. Kegley and Eugene D. Witkoff. This research is categorized as expalanatory research with documentation method of data collection. The result of this research tells that the rationality of Pro China foreign investment policy has been based on two reasons. Those reasons are China Go – Global Strategy and the synergy of Maritime Axis Vision and China Silk Road 21. Both reasons bring potential prospect for Indonesia to gain a rapid and huge number of foreign investment. The rationality of Indonesia’s decision also be based on the cost-benefit calculation.
