Abstract

This research discusses about the New Southbound Policy as a Tsai Ing Wen’s economic policy that oriented to ASEAN. Before Tsai Ing Wen became a president, Taiwan has a close relationship with China and makes Taiwan more dependent on China. So, Tsai Ing Wen adopted the New Southbound Policy to reduce dependence on China and deepen Taiwan’s ties with southearn countries especially in ASEAN. Previously, the New Southbound Policy was once used by Lee Teng Hui and Chen Shui Bian under the Go South Policy named. This research will answer the reason Tsai Ing Wen uses the New Southbound Policy as a strategy of economic development and relations with ASEAN countries. This research uses qualitative method which is done through electronic news, journals and thesis. This research uses Alexander Wendt’s theory which the Theory of Identity in the Perspective of Constructivism with social category and role identity. The results obtained that there are some new values in the New Southbound Policy that is cultural value and Taiwan identity as a neighbor and open partners. Taiwan also plays as a partner with “forging win-win relationships”. So, from Tsai Ing Wen’s government on, it turns out that Taiwan really wants to close with Asean countries.
