Abstract

The current international standard schools many organized by stakeholders of education based on the process of thinking through a variety of interactions resulting in a shift of the knowledge on actors (stakeholders) to class international standard of programs deemed lacking the less obvious purpose being the program that became a need to improve the quality of human resources. Stakeholders in education quality guarantee system is exposed to international accreditation and demanding stakeholders in the school are able to improve educational services in preparing graduates who meet the standards of competence of graduates have regional and global competitiveness. This research while simultaneously trying to reveal that the current international class program is one of the educational program that required community as a trend of education to meet the challenges of globalization. The purpose of this research is to know the definition of the stakeholders to be organizing the International Class Program (ICP) in the HIGH SCHOOL Laboratory UM. This study uses social definition paradigm and theory is the theory of symbolic interaksionisme Herbert Blumer, this theory has the view that social reality is based on the subjective definition of the individual and interpretasinya. The type of research used in this research is descriptive research approach while the type of research used is qualitative research. The results showed the occurrence of some such categorization of stakeholders over the International Class Program held at the UM Laboratory HIGH SCHOOL that is associated with prestige, as the program is considered to have superior quality, the program is considered a favorite, along with three such categorization meaning against program ICP by stakeholders also raises the perseption bias requires a wide range of improvements in some respects because still there are stakeholders who have not felt keberbedaan take the program ICP or just plain feel especially for the students of ICP, ICP is a program that still make confused students related kebermanfaatan of the international certificate obtained. ICP is also the program that became the trend and have the selling power for stakeholders structural education providers.
