Abstract

Taiwan for the first time held elections in 1990 which were then won easily by the Kuomintang (KMT). Taiwan under the reign of Lee Teng-Hui as President who are from KMT built the Strait Exchange Foundation, which then by China followed by forming ARATS. From those agency then create a cross-strait policy between Taiwan and Tiongkok. During the reign of Chen Sui-Bian, the cross-strait relations were not so well, Chen's policies were judged by Tiongkok as an attempt to secede and result in delayed cross-strait relations. This thesis tries to answer the question of how the role of KMT and DPP parties in influencing Taiwan's cross-strait policy with Tiongkok. Identifying the policies adopted by the President representing the KMT and DPP parties from the reign of Lee Teng-Hui to the Tsai Ing-Wen government. This study looks at the causality of the roles of the two parties as an explanatory unit of the cross-strait policy. Framework for this study departs from the constructivist theory of katzenstein which emphasizes the normative structure and how it affects a policy. Different identity, culture, values of the KMT and DPP influence the policy adopted, in this case the cross-strait relation policy. The cross-strait policy under the KMT government shows Taiwan's indication of unification with China. In contrast, cross-strait policies under the DPP government shows Taiwan's indication toward independence.
