Abstract

The United Nations is an organization that established since 1945. One of the UN objectives contained in Article 1 paragraph 1 of the UN Charter is to maintain international security and peace from a new world war. However, the conflict still happens. One of them Russian-Ukrainian conflict in Crimea involving one permanent member of UNSC, Russia. Responding to this conflict the UN through making conflict resolution. The first conflict resolution was discussed in UNSC session which subsequently failed to be taken as a result of the Russian veto. The resolution proceeded to the Plenary Session of the General Assembly that eventually successed and the resolution A/68/L.89. However, the resolution does not stop the actions of Russia to annex the Crimea from Ukraine until 2015. This research will explain how the effectiveness of the United Nations as an international organization in handling the Russian-Ukrainian conflict in the Crimea. Where the effectiveness of the UN as a conflict resolution organization will be seen from the output of the activities undertaken by the United Nations itself is to discuss and make conflict resolution. Outcome is the behavioral change of the actors involved in the Russian-Ukrainian conflict in Crimea after the resolution issued and the final impact obtained from the resolution that has been issued by the United Nations from one of its main bodies. The result of this research is formed from three variable of output, outcome and impact and two variables from three variables are fulfilled. Thus, the UN as an international conflict resolution organization can be said to be effective. Although the change of actors involved in the conflict is insignificant because of the 6 articles only 1 article is successfully executed. While the impact is there, although it does not make the Crimea back into the territory of Ukraine. Then the effectiveness of the UN is influenced by the three structural factors present within the UN body itself, namely the process of making conflict resolution, the participation of stakeholders, and how much the regime's binding power against the other countries.
