Abstract

Border in each country is still the most important part, because in generally the border area is still prone to conflict. One of conflict prone border is the border between the Republic of Indonesia and Timor Leste. The Indonesian government has taken various policy related to conflict resolution with the implementation of government policies that have been implemented in one of Indonesia East Timor's border regions, especially in Atambua. There are some successes implementing of government policies which have been felt by the people Atambua. Research methods that researchers use in this research is Descriptive qualitative with descriptive analysis techniques, as for the data collection techniques in this research is literature study (library research). In this study researchers used an analysis tool that is a diplomacy border and Non-Traditional Security concept. The results of this research is still not optimal implementation of government policies that have been implemented in one of Indonesia's border region of East Timor because of several obstacles.
