Abstract

Elections are an activity that is often identified as a venue for democratic parties. And the effort to realize the election of a qualified, democratic, honest and fair presidential and vice president who prioritizes the interests of the people rather than personal and group interests is not enough simply by improving the function of planning, implementing, monitoring and evaluating and improving the professionalism and quality of election administrations, but must also improve the electoral system itself, thereby providing an opportunity for citizens to exercise their right to vote directly, publicly and freely, without any intervention from any party. The method used in this research is normative juridical. Normative research method is also referred to as doctrinal research with the approach used qualitative research (research qualitative), ie this research is directed to the exploration of library research which is a statement or statement, so that this research is analytical descriptive. Descriptive means research by describing a rule of law in the context of legal theories and its implementation, and analyzing the facts carefully about the system of presidential and vice presidential elections in Indonesia. Completion of the presidential and vice presidential election system is not only related to the simultaneous implementation of legislative elections and presidential elections, but also the reorganization of the presidential election format itself. which should substantially govern the electoral law, electoral process, and law enforcement systems. And by its very nature, the presidential election system must have meaning. The term meaningful refers to 3 criteria, namely First, openness, Openness here implies that access to the presidential election should be open and free for every citizen or universal suffrage, that there is a choice from among alternatives real-political alternatives. Second, Accuracy, This criterion aims at the registration and identification of voters, campaigns and electoral procedures in a stricter sense that all candidates must have equal access to State and private media based on the same standard of law standards. Third, effectiveness, effective presidential elections can be characterized by security oversight, by analyzing the interactions between democratic systems of conduct and democratic life.
